Fiscal Policy Institute

The Government established the Fiscal Policy Institute (FPI) in 2007. The setting up of FPI signifies the commitment of the State to institutionalize the process of implementing the Karnataka Fiscal Responsibility Act-2002 (KFRA) in letter and spirit. The activities and services of FPI are expected to help imbibe the spirit of the Seventeen Principles of fiscal management under the provisions of Sec 4 of the Karnataka Fiscal Responsibility Act-2002. This is done through a four-fold approach –

  1. Customized training and continuous handholding for those trained.
  2. Consulting and conducting research in conventional areas and also emerging and challenging areas like Public Private Partnerships (PPPs), Goods and Services Tax (GST), environmental economics, health economics etc.
  3. Data-base management including helping departments in creating and managing data bank, and
  4. Advocacy and outreach relating to fiscal management principles and responsibility.

4. Public Expenditure Management

5.  Planning, Information Technology and Statistics


Faculty is drawn from central, state government and public sector system, who have pan-India macro vision, demonstrable insights into micro operations in their domain and institutional knowledge. They form into fluid teams with researchers and professional trainers drawn from outside government system. Such fluid teams increase the academic and analytical credibility of the deliverables and also helps in internalising the solutions, programmes, projects, polices by user departments and clients. The faculty is led by Director, a person of academic excellence, extensive experience in macro-economics and budget management related fiscal issues.

       FPI has fifteen faculty positions. All positions are filled up either through deputation or on a contract basis. The faculty have minimum post-graduate degree qualification, preferably with M.Phil, P.G.Diploma, Ph.D or Post-Doctoral qualifications or other professional qualifications such as LLB, MBA, B.Tech,C.A. All the faculty have experience in training or research or publication or proven record of project management.
